Following step one in this article seemed to fix the issue for me.
High CPU usage in state repository service after clean install of Fall Creators Update while online via ethernet
Why do apps including Microsoft Edge and Settings freeze when clicking on hyperlinks and make CPU usage reach 100% on state repository service after a totally clean install including deleting all partitions of the Fall Creators Update while online via Ethernet. The only fix is to reinstall the ISO media with the Ethernet cable unplugged and wait until the OOBE setup asks for the region before reconnecting the Ethernet cable. I have to physically unplug the Ethernet cable from the router to prevent it from accessing the internet during the first just a moment phase of the OOBE setup before the region setup.

2018-03-09T14:56:44+00:00 Just wanna let you know it seems to be an issue directly associated with windows i just installed a new windows on a new ssd and had the ether net connected and from all the forums ive been bouncing around trying to find a solution there are two options, run powershell in command prompt and run some code that reinstalls all the standard applications that come with windows ten or just disconnect the computer from the ether net and completely reinstall windows AGAIN and that usually fixes it but it seems to be an issue that comes with windows ten during installment no matter what if your connected to the internet but there are a number of forums providing solutions on how to reset service hosts and make it stop trying to melt your cpu because windows and why not.

2018-01-31T16:38:32+00:00 Hi, Thanks a lot for your suggestions and I have faced the same problem of Fall Creators Update and it was taking High CPU usage for State Repository Service. I tried some of the ways and I have got the solution.
No. 1: I haved repaired the Microsoft Edge
No. 2: I have Restart the State Repository Service from Computer Management.
It was working for me to solve the Start Repository service in Windows 10. Though I tried the best ways from here to solve another PC. For example, disabling the service from MSConfig or by using PowerShell.
I will suggest fixing the issues when trying to Ethernet. Do first two ways and if do not get the issues fixed, then try the other two ways.
