Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

This happened to me tonight - I had backed up my files on an external drive a few days ago after reading about the problems the new update was causing. 

After restarting my computer 6 or 7 times, it finally opened and I was able to find this post to see what others had done.  I thought I might have to take it to a techie to look at - fortunately, the problem resolved itself.

I fixed the problem by creating a new file "Desktop"

steps:

1. Ctrl+Alt+Del
2. task manager
3. File / Run new Task
4. Apps / Windows Explorer (right-click and select "open file location")
5. C: windows / System32/ config / systemprofile/ [create a new file named] Desktop
6. wait a moment, it will get the desktop back. if not, go back to 'task manager',

    find 'Windows Explorer' then click 'restart'.

Hello last update 17 nov 2018,  this  problem  is the third time.

No error code but message stateing that personal  settings can not open.

I did the same thing.  Explorer was already running so I had a step 2.5 of killing the explorer task.  Worked perfectly.

I have the same issue; ie: black screen. I don't have time for these errors. My Microsoft Office programs aren't working. My file explorer won't work.

What kind of an "update" is this?!
