Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

    Did everything from step 1 to 8. When i signed in i used my Microsoft password, computer went to act as it was good but then it went to update and the came back with the same problem (personalized settings(not responding). 

    This crazy. The computer is just waiting to update at anytime it can. I even have my administration settings to let me choose when to update. Help please. I work from home.

    I had to let it sit for a while after doing the steps and restarting the PC.  Had the same problem with it not responding again. but after a while (not sure on how long) it was working. Good luck all.

    The following steps worked for me ...

    1. ctrl-alt-del
    2. select Task Manager
    3. in Task Manager, select File then Run new task
    4. type "explorer" in the box next to "Open"
    5. click OK

    now you should get your desktop back, I'd wait a minute or two, then

    1. reboot
    2. logon

    steps 6 and 7 may be a little slower than usual

    1. desktop appears as normal

    No it has not i keep getting the same thing. Only difference is it came up and said it will help me find my account. Not sure what happened there other then i didn't hit the enter key to logon to my account i hit the Esc key. 

    This has now been a week with my computer. Please someone. I dont have the time to fight with Dell for a recovery disk. Or shouldn't have to pay them for a update errors to my computer. I'm getting no where fast.

    Right click Desktop and click on Personalization and all that I get is the wheel. If I go to Settings and click on Personalization I get nothing at all. I went into setting and then Small Icons but Personalize wasn't there. Where has it gone?
