Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

    The following steps worked for me ...

    1. ctrl-alt-del
    2. select Task Manager
    3. in Task Manager, select File then Run new task
    4. type "explorer" in the box next to "Open"
    5. click OK

    now you should get your desktop back, I'd wait a minute or two, then

    1. reboot
    2. logon

    steps 6 and 7 may be a little slower than usual

    1. desktop appears as normal

    I hope this works as well for you as it did for me.

    Thank you, worked a charm.  After every update there are these challenges!  Apple products are looking pretty good right now!

    After Windows 10 Update, Personalized Settings Not Working - A Quick Fix That Worked for Me

    I have a Dell XPS 8900. On August 15, 2018 I shut down my computer with Windows update. When I turned on the this morning Windows completed the update. Then I got the infamous "Personalized Settings Not Responding." I rebooted 3 times and got the same message. I log on with a Pin. After 3 times, I decided to try logging on with my Microsoft password. Wala! It worked. Windows Explorer appeared based on My personalized settings . I don't know if everyone having the problem is using a PIN but when I switched to my Microsoft password, everything worked. (Tip: On the Windows logon screen, click the option/icon to logon with Microsoft Password.)

    Just wanted to l put this out there in case it might help anyone else. God bless you with no stress in all of this, Linda

    We had been turning the laptop off and on all afternoon, and your fix worked.  Admittedly, it worked at Step 2 (Select Task Manager) ...   But I will bear it in mind in case we get another update.
