Personalized settings not responding after windows 10 updates

help please

Windows 10 updates have been installed on a HP elitebook 8460p.  When i reboot I am now stuck on the personalized settings not responding on a black screen.  I have tried many things to no avail.  The solutins thati have read have not been helpful.  Any thoughts?

    Hello last update 17 nov 2018,  this  problem  is the third time.

    No error code but message stateing that personal  settings can not open.

    I fixed the problem by creating a new file "Desktop"

    steps:

    1. Ctrl+Alt+Del
    2. task manager
    3. File / Run new Task
    4. Apps / Windows Explorer (right-click and select "open file location")
    5. C: windows / System32/ config / systemprofile/ [create a new file named] Desktop
    6. wait a moment, it will get the desktop back. if not, go back to 'task manager',

        find 'Windows Explorer' then click 'restart'.

    it works for my pc

    help please

    This happened to me tonight - I had backed up my files on an external drive a few days ago after reading about the problems the new update was causing. 

    After restarting my computer 6 or 7 times, it finally opened and I was able to find this post to see what others had done.  I thought I might have to take it to a techie to look at - fortunately, the problem resolved itself.

    Right click Desktop and click on Personalization and all that I get is the wheel. If I go to Settings and click on Personalization I get nothing at all. I went into setting and then Small Icons but Personalize wasn't there. Where has it gone?

    The following steps worked for me ...

    1. ctrl-alt-del
    2. select Task Manager
    3. in Task Manager, select File then Run new task
    4. type "explorer" in the box next to "Open"
    5. click OK

    now you should get your desktop back, I'd wait a minute or two, then

    1. reboot
    2. logon

    steps 6 and 7 may be a little slower than usual

    1. desktop appears as normal

    No it has not i keep getting the same thing. Only difference is it came up and said it will help me find my account. Not sure what happened there other then i didn't hit the enter key to logon to my account i hit the Esc key. 

    This has now been a week with my computer. Please someone. I dont have the time to fight with Dell for a recovery disk. Or shouldn't have to pay them for a update errors to my computer. I'm getting no where fast.
