Black screen with cursor after Windows 10 update

How to fix windows 10 after update the screen after login is complete black with cursor, but nothing works, task manager wont start. I've tried to go on safe mode but all most the same thing happens, the it starts as safe mode, but I cant use anything, task manager don't work in safe mode, no CTRL +x.

I don't know what to do.

    blank screen with white cursor post login is due to profile not loading,i tried all the options mentioned in the post but no luck :(

    Then tried the below steps and it worked..

    In safe mode with command prompt I opened the eventvwr and found an error related webcachev01.dat file not loading..blah blah with some offset error

    In command prompt traversed to the folder  users\Username\appdata\local\microsoft\windows\webcache folder and deleted the webcachev01.dat file.

    Logged back into windows without any issues.

    How stupid are you guys? I have the same problem and all I can do is move the cursor around on the screen with nothing in the background, not even a taskbar. The keyboard is unresponsive. It’s not the keyboard that is the problem, or the USB port.

    Same issue for 2 brand new surfaces we have, From my testing and investigation it is an issue with windows 10 version 1803 and the intel HD graphics 620 Drivers.

    Issue starts occurring when windows is rebooting and installing the latest windows update, the update takes some time and the surface potentially goes to sleep during the upgrade and some corruption happens with the OS or display drivers.

    Surface boots to where the usual login screen would be and you can only see a flashing cursor. 

    Luckily for me I have a remote kaseya agent installed so can remotely log into the machines and can see the device working fine besides the obvious fact that the screen is on but black. If you open device manager and disable the HD graphics adapter the screen magically comes on the physical device and everything works fine.........besides the surface Pen will not write because it needs the graphics driver.

    Have used the latest version of the HD graphics driver to help resolve the issue (complete uninstall and reinstall fresh) but this does not have any effect and the device continues to display a black screen with the graphics enabled.

    Can anyone from Microsoft please provide a patch for this or a new driver version that actually works?

    Devices are Surface Pro (5) i5 8GBram 128GB SSD

    i tried calling Microsoft and they fixed the brightness problem.  They did a remote on my computer.  It it now bright again
