my graphics driver are also 66 months out of date could this be the reason

How to fix windows 10 after update the screen after login is complete black with cursor, but nothing works, task manager wont start. I've tried to go on safe mode but all most the same thing happens, the it starts as safe mode, but I cant use anything, task manager don't work in safe mode, no CTRL +x.
I don't know what to do.

I did all the steps but it didn't work, i tried some youtuYo videos solutions and some of them randomly worked but just once, i think my computer needs time to solve itself the problem, and then you just need to restart, it works but the black screen is really annoying
@ShameemP IT WORKED!!!!!! Thank you for your post. I have not found this solution anywhere else.
I don't have a "services" tab when I do CTRL+ALT+DEL
The black screen problem just disappeared and so far has not returned.
