Seems PC type or brand doesn't matter... won't do it on my machine, either.
It did not work when was the Insider Build, either, btw.

Emoji panel doesn't open in Fall Creators Update

Hi all,
When I try to press Win+. or Win+; to open the emoji panel after I've installed the Fall Creators Update, it doesn't seem to work. This is using a Dell Precision 5520.

So I guess it isn't a bug, but the Emoji panel is only available in the USA for now.
(P.S. I can't open it, too, I'm in France)

2017-10-21T03:35:26+00:00 Launch Twitter, Word, Outlook or any other application that supports emoji symbols and the panel will show up. It won't show if you just attempt to launch it by itself. 😁👏👌 It even works when replying online.
