Hi all,
When I try to press Win+. or Win+; to open the emoji panel after I've installed the Fall Creators Update, it doesn't seem to work. This is using a Dell Precision 5520.

In other words: Keyboard must be English (US)... location, Country or Region does not matter, that can be anywhere; it is just the K/B that must be set to English (US).

Correction:
The keyboard can be set to English (US), BUT, the Region must be USA. It is not currently available in other countries regardless of the K/B language used. It's a location issue (right now) not, a language issue.

No, that is not true. I am living in Germany and so I have German Region enabled. To be sure, I just checked that.
However, when I change my keyboard to US English then the Emoji board shows up - even with German region settings. It doesn't show up when I switch back to German keyboard.
This works in all applications, not only in online-applications like Twitter or others as someone mentioned here. I just tested this within Thunderbird and even in Notepad++

W/out being able to say why didn't work when tried before... Indeed, works when Keyboard set to English (US) and doesn't care what the Country/Region is; that is established.

Just did a change to English (US) keyboard in the new settings panel. It wasn't working. Then realised there was 2 options added so once I changed it to ENG English (United States) US keyboard, the emoji shortcut menu works.
My location is set to Singapore by the way. You may want to play around with the settings to see. And my Windows is version 1709 final release, not preview. 😁

In Canada using English (US) keyboard and this panel does not appear. Anybody baffled, yet?
