Emoji panel doesn't open in Fall Creators Update

Since you are in the USA...

Please, don't take offense to any of my questions:

1. Check that Region is set to United States
2. Check that the (first listed) Language is English (US)
3. What  is your Version #? Must be 1709
4. What is your OS Build #? Must be 16299.125

Certainly, should be working for you using Win+. or Win+;

Not sure to whom you are replying.

The only thing necessary to do to have the new emoji panel work is set ones keyboard to English (US)

Settings > Time & Language > Region & Language

Under Country or Region, in the box, put where you live or whatever Country one want.

Under Languages, you want English (United States)

                                              Windows display language

That's it, that's all.  Do the above & the new Emjoi panel will work for you, too 😁 Ta da and voila.

I've the same problem... Any solutions? :'(

Seems PC type or brand doesn't matter... won't do it on my machine, either.

It did not work when was the Insider Build, either, btw.
