Emoji panel doesn't open in Fall Creators Update

Ok, listen, Amal is correct.  Earlier in this thread, maybe more than once, it has been clearly stated, the geographical location IS NOT IMPORTANT!  The only thing that is or that is required is that the Keyboard be set to English (United States) US Keyboard.

Understand, I am in Canada, everything is set to Canada except, the keyboard! And the emoji panel WORKS!

And, btw, this will change w/ the Spring Update (1803)... for quite a while this is not the case w/ Insider Builds; example, I am in Canada.  Regular installation, have to have K/B set to US, but, my Insider Build is all Canada & emoji panel is just fine.

It will no longer be restricted to US Keyboard only when we move to Win10 Version 1803 in April.

So I guess it isn't a bug, but the Emoji panel is only available in the USA for now.

(P.S. I can't open it, too, I'm in France)

I'm not from the USA. I'm from India 😊. I can access the emoji panel 🤣. It's the problem with the keyboard. Emoji panel is compactable with ENG US only.

Found you can fix this on 1709 by adding a Registry entry:

REGEDIT

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Input\Settings

New DWORD (32-Bit): EnableExpressiveInputShellHotkey

Value: 1

Then reboot.  It's also fixed in the insider build.

This worked for me too, v1709 in Switzerland.

No need to install or switch to any foreign keyboards.

Also, as Patrice pointed out, there's no need to reboot. I was able to use the emoji keyboard half a second after setting the registry key.
