you can download these update from the below site and install it manually
2018-03 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4088776) - Error 0x80070002
I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.
I have tried all 5 of the steps provided by microsofts here: (More than once)
https://support.microsoft.com/en-ca/help/910336/windows-update-error-0x80070002-or-0x80070003
Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.
After each fresh install. the exact same issue.
I am running Windows 10 Pro Education, Version 1709, build 16299.15.
After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.
I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.
Any help and suggestions would be greatly appreciated.

2018-04-03T08:15:07+00:00 I know that you can download the update from the update catalogue, but Windows Update *still* thinks that the update had failed to install and cycles through downloading, installing and restarting.

2018-04-03T18:04:53+00:00 I have managed to fix this on my laptop. I selected the most recent restore point and crossed my fingers. During the restore process it started to download and install updates so bringing windows bang up-to-date.
As I have spent the last four days working on this I'm relieved!
I resolved the problem with Edge by changing the settings in Trusteer Rapport, Early Browser protection setting should be 'never'. (Thank you for this - Yaniv at IBM!)
During the restore process I got an error due to running Avast, so I had to do it again without Avast (removed completely) but defender still on.
I tried manually installing the updates - I've done this before successfully - but this time they saved with an install date of 01/01/1601 (year zero). I'm no techie but my guess is that if you have manually installed updates before this is the cause of present failures?
When I now look at update history it tells me that KB4088776 has installed 4 times successfully - fine be me!
I deleted the updates that had the wrong install date showing, and performed as much as possible in safe mode with minimal services running via config sys to reduce any possible conflicts.
I had a few moments when I thought that restore had crashed the machine (e.g. black SOD) - I simply did a hard shut down and then powered up - restore sprung back into life.
I tried a number of restore and repair procedures before doing all of this - nothing flagged up. Very useful tool is ResetWUEng. Thank you to the genius for that!
Good Luck!

2018-04-06T02:29:50+00:00 I have the exact same problem. Reinstalling Windows 10 does not fix it.
My computer restarts twice each time a boot up.
I have had 19 failed attempts with the error :
2018-03 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4089848) - Error 0x80070020
I am awaiting Microsoft to fix the issue. with an update or something...?
