I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.

I have tried all 5 of the steps provided by microsofts here:                            (More than once)

https://support.microsoft.com/en-ca/help/910336/windows-update-error-0x80070002-or-0x80070003

Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.

After each fresh install. the exact same issue.

I am running Windows 10 Pro Education, Version 1709, build 16299.15.

After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.

I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.

Any help and suggestions would be greatly appreciated.

After 4 failed attempts and hours of downloads and restarts,  I did as Philippe did and the installation of KB 4088776 completed.  Why, in the name of all Gods everywhere couldn't MS have simply looked for these services in the first place.

not if you use a media installation tool, and upgrade this pc selection, the way i did it, and i am pretty sure reset this pc will not wipe windows as it will reset windows 10, but give the media tool a try

Good morning.  I had the same issues for months and finally solved it (accidentally) over the weekend.  I make no assurances that it will work for you, but it's worth a try.  The steps I took are below.  Good luck!

    1. Click on the Windows pane and type the word:  services; scroll to Windows Update; hit stop; click properties; change to manual update.
    2. Click on the Windows pane and type the words:  file explorer; go to C: drive and open Windows folder; go to Software Distribution folder and right click and hit delete.
    3. Manually download update latest KB file (in this case, KB4088776) from www.catalog.update.microsoft.com to desktop.
    4. Click on update icon and install.  Restart when prompted to do so.  This appears to complete some of the update but not all of it.
    5. After restart, go to Updates & Securities under Settings, and click on Check for Updates.  Then restart again.
    6. This worked (finally after trying dozens of other recommendations).  Perhaps the automatic download file is missing files that the online manual download contains and vice versa?
    7. Note that I had to restart the computer a few times (3 or 4, as I recall) before everything installed correctly.
