I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.
I have tried all 5 of the steps provided by microsofts here: (More than once)

Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.
After each fresh install. the exact same issue.
I am running Windows 10 Pro Education, Version 1709, build 16299.15.
After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.
I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.
Any help and suggestions would be greatly appreciated.

I've looked again and I didn't use an usb or anything else! Only tth updates are installii!
If you're woriewo abaua something else in your OS, don't! In my computer is everything at his place!
Im not a tech on Windows or computer! For me this .... "thing"... worked!
Give it a try like I did. Eventually you will reinstall Windows.... First try my way!
My Microsoft products stopped working again so I was forced to reinstall Windows 10 Pro. KB4088776 is now successfully installed.
I'm probably going to have to re-install Windows 10 Home to factory settings. I was really trying to avoid this, but nothing else is working.
Yep.... Microsoft is pissing EVERYONE off when they took away our AGENCY to UPDATE when it's convenient for US.

I started with this problem today and after reading what everyone is going through I am just leaving it be. It will either update in the future or it is not important. This is just IMHO. For years my biggest headache on the computers has been the Microsoft updates with every version since they started supplying them. I don't recall having them on my PC it is windows XP. I love that system but it is slow. After that I always ended up having to reinstall with no luck so I finally quit doing it at all. I have very little faith that Microsoft will ever fix it but since this is supposed to be the ultimate and last version for a long time I thing they should. .... Don't vote on your Windows 10 ( just a pun for the problems with the US government and Russia right now) I can understand why you can't vote from your computer now.
This is sad. Seeing so many people having a problem with a simple monthly update like this. What will be the case when the Spring Creators Update/Upgrade hits in a few weeks (or less)?
I have not had many issues with updates. Certainly none that required reinstalling Windows. I did have to reset to Factory Conditions recently but that was to reinstall the Microsoft Store after I had deleted it. I had not realized I would not be able to access my account and content by going to the store on-line instead of using the app.
I will mention this precaution I take. Before I shut down my computer for the night. (And, yes, I do shut it down when I head to bed) I check to see if any updates are waiting by going to Update & Security in Settings. Clicking Update & Security and checking for any updates. Rather like this:
In this way I know that nothing has been downloaded and is awaiting an install that would be fouled up by my turning the device off. Also, by turning it off I avoid any downloads occurring while my device is unattended when issues might arise without my being handy to take action.
I did have ONE update fail not long ago but I simply went to the Microsoft Update Catalog
entered the KB number and downloaded it as a stand-alone installer and installed it from my desktop (where I had saved it) and the problem was solved.
So far this has worked pretty good for me. I post this here in hopes it might aid someone else.
