I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.
I have tried all 5 of the steps provided by microsofts here: (More than once)

Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.
After each fresh install. the exact same issue.
I am running Windows 10 Pro Education, Version 1709, build 16299.15.
After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.
I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.
Any help and suggestions would be greatly appreciated.

You will find a link to the 'Microsoft Update Catalog' at the bottom of the page under 'How to get this update'.
Or you can use this link: https://www.catalog.update.microsoft.com/Search.aspx?q=KB4089848
Select the update that suites your system and download it.
I installed this update directly after a reboot when I got the message that KB4088776 failed to install.
Also disconnect the internet from preventing KB4088776 to download it again.
After applying KB4089848 update, your build of Windows 10 version 1709 will be 16299.334
And Windows Update showed:

Happened the same, you can see in the new video. Maybe it helps to figure out what could be the problem and the solution too. :(
Yes, You'll want to stop doing that.
Go to the Microsoft Update Catalog
Enter the KB number for the Update that you are experiencing problems with (make sure Avast is turned off) in your case that would be the March Cumulative Update KB4088776
Download the version that is right for your device to your desktop.
In other words click the "Download Button on the right of YOUR version.
This example is the 64 Bit version (which is what I use):
Click the blue text ending in .msu above
Now click the UP arrow next to the word "save"
and select "Save AS"
Then save it to your desktop in the usual way
When the download is finished double-click the stand alone installer (the file you just put on your desktop) and run it.
Once it is installed you can turn Avast back on.
