I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.
I have tried all 5 of the steps provided by microsofts here: (More than once)

Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.
After each fresh install. the exact same issue.
I am running Windows 10 Pro Education, Version 1709, build 16299.15.
After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.
I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.
Any help and suggestions would be greatly appreciated.

I have tried all combinations for the update including SC xxxxx = start= auto (that did work)
used from MS Update Catalog 2018-03 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4089848) but at the end of it all it said "We couldn't complete the update" and the says "removing update" and some more reboots - I have Win-10 PRO
How is this going to impact Windows 10 Redstone 4?
It will not install RedStone 4 because Cumulative Update 2018-4 was not updated?
Or RedStone 4 will supersede Cumulative Update anyway?
The reply a month ago by Paul Sey fixed this month's update problem for me. It also fixed the 2018-2 cumulative update problem.

You run the SC command as he describes, then restart.
No need for clean install.
Why this problem is occurring two months in a row is a different matter.

just open Command Prompt (running as administrator) and type each of those 4 commands exactly as Philippe wrote them.
Then run Windows Update.
Do I open Command Prompt or Elevated Command Prompt? What's the difference?
This thing is getting too confusing. Do I type the whole thing exactly like this? What does SC mean and do I type the "start = auto"?
SC config wuauserv start= auto
SC config bits start= auto
SC config cryptsvc start= auto
SC config trustedinstaller start= auto
My access was denied....now what?
You have to run command prompt as an administrator. Just right click on command prompt and click "Run as Administrator". Then, one line at a time, you write out exactly what you see above (including spaces) and hit enter.
So for example, line one is: SC config wuauserv start= auto (then click enter)
Once all four commands have been entered, you should be able to complete the update with Windows Update. It worked for me anyway. Good luck!
