Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    Your advice allowed me to advance further in my Fall Creators Update that began in November, 2017. With the manual installation of 46 steps over a 5 hour period I advanced from, Version 1709 (OS Build 16299.125), to, Version 1709 (OS Build 16299.248). Uninstalled updates remain. I'm supposed to be at (OS Build 16299.299), and, Adobe Flash fails to upgrade. So my upgrade is not over.

    Hi I get an acces denied message after the first command.

    I tried the second one and the same.

    Didn't bother with the others.

    You did not open your command session in Administrator mode so you are being denied access to the SC command. Your challenge is to open the cmd.exe program (the "Command Prompt") in ADMINISTRATOR mode. After that its cheesecake to enter these commands.

    There are many ways to start the cmd.exe program in Administrator mode. Try this from the menu...

    1. Windows Menu
    2. Scroll down to Windows System and open the folder in the menu.
    3. When you see Command Prompt icon, right click on it and select "more".
    4. Select "Run as Administrator"

    At this point a command prompt window should open.

    1. Enter the "SC"commands.

    Was able to get the Elevated Command prompt and run SC steps, each reporting "Success" upon execution. However, the original issue of update failing persists. Thanks for suggestion.
