Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    As I had anticipated, as it had done it before, I have now restarted, KB4048955 has disappeared from the list in Control Panel, Programs and features, View Installed updates and in Windows All Settings, Update and Security it shows as before 

    2017-11 Cumulative Update for Windows 10 Version 1709 for amd64-based Systems (KB4048955) - awaiting restart.

    If I restart again it shows the same. This is the loop I was talking about.

    That is the update I did not manage to install.  I also tried manually but it goes to the loop as explained above

    This procedure seems to have reset the history of the recent updates, after which it tried to install the KB4048955 cumulative update again but failed again to install with the same error - Failed to install on 21/11/2017 - 0x80070bc2. 

    If I go to Windows specification I still see 16299.15 OS Build, Version 1709.

    However, If I go to Control Panel, Programs and features, View Installed updates ...  it now shows Security Update for Microsoft Windows (KB4048955) as if it were installed, but under the column "Installed On" it does not show any date (this happened also in the past few days but after a while it disappeared from View Installed updates).

    After a bit, if I go to Windows All Settings, Update and Security, View Installed Update history, it shows KB4048955 - Requires a restart to finish installing.  So it went back to the loop it was before.
