Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    Thanks, Chris. I elected to, Pause Updates for 35 days - until February 16. The Windows 10 Fall Creators Update damaged files on my HP computer, and, my confidence in Microsoft. This has been a prolonged (8 weeks) and exhausting distraction that has disrupted my life.

    This seems to have worked for me:

    Despite being an administrator, this process results in "Access is Denied" after each entry stroke.

    But note that the error occours after the system attemted to download and instal KB4058258.

    The system chose to do this whilst my normal system clean up routine was running.

    As a side comment - it really is outrageously arrogant of Microsoft to impose downloading of updates with no means of choosing when to do the dowload. That is the basic cause of the problem here. I want to be told when updates are available. BUT it is for me to decide when to download them. It's MY computer and MY software. Microsoft have no business taking it over.

    En mi caso, este problema solucionó el problema. Eso sí, para los comandos que funcionen antes que los bloques que configuran SC = "y" en el caso de SC config bits, hay que cambiar "inicio" por "inicio". Para mayo comodidad, lo escribo a continuación y cómo hay que ponerlo para que lo hagamos "copiar y pegar":

    SC config wuauserv start=auto

    SC bits de configuración start=auto

    SC config cryptsvc start=auto

    SC config trustedinstaller start=auto

    Your suggestion

    Was obsoleted by an online support effort via "Chat" on my "problem computer"  Two other devices on my network seem to have updated properly but the software loads and update history is different on each computer.  If I could figure out how to do it, I would include the "incident number" for the session.  I was left with the assurance that I was "up to date" but with no ability to verify from a "Settings" link on my computer.
