Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    Thank you so much. This finally fixed my problem that has been going on since the first of the year. I copied your instructions over to another area that have been having the same basic problems. I hope it helps them too. The only thing different about my experience than what you described was that I didn't reinstall the update it was already sitting waiting for an restart. But this time after following your instructions I did the first restart and thought nothing was going to get better because it just did a normal restart but while I was looking at the screen deciding what to do next it all of a sudden restarted on its own then proceeded to do the percentage count up to 30% like a normal update it then restarted and continued the update count up from 30% up to 100%. However it immediately restarted with the same count up but it seemed like it took different amount of time. This continued for at least 4 or 5 times I finally just gave up and went to bed thinking I had completely toasted my computer. I just left it running, happily in the middle of the night I got up to a completely fixed computer. I have no idea how many times it restarted but the times I watched it they seemed to be slightly different each time so it must have been doing several updates that had been stacked up. I cant believe that Microsoft couldn't get this fixed on their own. Their update repair tool seems to be useless.

    1. Initiate the search for ‘command prompt’ as administrator
    2. Typethe following commands and hit Enterafter each SC config wuauserv start= auto SC config bits start= auto SC config cryptsvc start= auto SC config trustedinstaller start= auto - Exit
      • Reboot PC

    This is not acceptable.  My system has been compromised for nearly two weeks.  I have work to do!  It's not saving properly.  It's slow.  When will a new update be available?  Nothing here has worked.  I'm in the same loop as others.
