Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    I tried this - got error.

    SC config wuauserv start= auto

    [SC] OpenService FAILED 5:

    Access is denied.

    Is this a permissions thing?

    That update had a "lot of problems" and was eventually corrected by MSFT.  I "cured my problem" which did not involve an AMD processor or a new computer after trying several things.

    1).  I went looking for and removed my previously installed version of Adobe Acrobat Reader.

    2).  I went to the tools available to remove installed updates, and removed the KB4051613 update that was "stuck"  (It was showing up in the list as already installed, even though the error was being flagged.

    3).  I went and downloaded the "stand alone installer" for that update.

    Note:  That was some time ago, and since my system is a 64bit Intel system, a subsequent upgrade to 1803, recently received another Adobe Acrobat "fix".  Apparently Microsoft and Adobe are not talking to each other very effectively at the moment.  This is to be expected because the standards for HTML5 and the ones in place when Acrobat Reader was created are quite different, and Microsoft wants everyone using EDGE which handles .PDF files internally and will not invoke Adobe Acrobat Reader.
