Error 0x80070bc2 when Windows 10 update trying to install KB4048955 for version 1709

Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.   

I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.  

Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc.  Nothing works.  Other updates such as KB4048951 and KB4051613 installed correctly in the last few days.  Can someone help?

This seems to have worked for me:

  • Right-click on Windows key and select Command Prompt (Admin).
  • Type the following commands in Command Prompt window. To execute them, press Enter after each one. 

SC config wuauserv start= auto

SC config bits start= auto

SC config cryptsvc start= auto

SC config trustedinstaller start= auto

  • Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.

    This note is to Microsoft:

    Please correct this issue with another download or other fix. My PC (Windows 10 Home/64bit) has been attempting this upgrade every day for weeks. I think it is now time you Microsoft to correct this issue themselves and not reply on user inputs.

    You need to be sure which of the pending updates is "causing" your problem.  Normally they are released in numerical order and you can read a list under your "Update" screen.  Try downloading and installing manually, the first one in the list.  I have had this "fix" my problems until another "bad" update comes along.  In fact, one of the "causes" of my issues with failed updates was a "bad" update that was released in November 2017 addressing issues with Adobe Acrobat.  Those of us who are regular users of the Adobe Reader DC found that this update did not install cleanly until the reader was uninstalled, then after the update posted, the Adobe Reader could be re-installed.  I'm tempted to attribute motives here, but it may well be that Microsoft, who is trying to accommodate Adobe's universal .PDF format within its Edge browser, just "blew it" with that update.  Further "fixes" involving Adobe installed cleanly.

    What I am seeing as are so many others in blue print installation failure and the reason the error 0x80070bc 

    When I asked for help I did say that all the advice was clearly for desktops or laptops ... The latest update that I downloaded changed the place or name  of some files that even the manufacturers of the tablet had not known about ... The initial advice was naturally no use but once they amended their advice ... I was able to download everything except the one initially mentioned in the title of this discussion .... though the error is common to many more.

    I follow the update instructions but once I follow the instruction to restart, I am still sent back to the beginning and, for my tablet, many of the suggestions are not workable

    If you want help you are going to have to describe what you are seeing.  Remember, your words have to substitute for what our eyes might notice.   (Unless you want to go to the bother of creating a screenshot that completely represents the problem.)
