Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.
I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.
Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc. Nothing works. Other updates such as KB4048951 and KB4051613 installed correctly in the last few days. Can someone help?

This seems to have worked for me:
SC config wuauserv start= auto
SC config bits start= auto
SC config cryptsvc start= auto
SC config trustedinstaller start= auto
once I follow the instruction to restart, I am still sent back to the beginning and, for my tablet, many of the suggestions are not workable
Then for better help you should open your own thread with your own details. Otherwise, "tablet" suggests a possible lack of freespace and then for that circumstance users are being advised to temporarily attach something that gives them more freespace.
I'm not sure if it has been made clear anywhere in this thread (or the other one you posted to) but the code is not indicative of a problem

The requested operation is successful. Changes will not be effective until the system is rebooted.
If there is a problem after a restart which causes the update to have to be retried it usually is due to interference during the apply phase. For that cause users are advised to at least disable but preferably uninstall any possible interferers.
So, you should be trying to provide a clearer more complete symptom description of your particular case. For example, what "suggestions are not workable"?

This seems to have worked for me:
- Right-click on Windows key and select Command Prompt (Admin).
- Type the following commands in Command Prompt window. To execute them, press Enter after each one.
SC config wuauserv start= auto
SC config bits start= auto
SC config cryptsvc start= auto
SC config trustedinstaller start= auto
- Finally, restart your PC and try to install the update that was previously returning the 0x80070bc2 error.
When i typed the above comments am getting the reply
[SC] OpenService FAILED 5:
Access is denied.

You have to use the Command Prompt (in the Windows System group) NOT PowerShell.
If I try these settings in PowerShell I get the same error reports that davebruk experienced.
Under the Command Prompt you will get the response - [SC] ChangeServiceConfig SUCCESS
as each setting is executed.
This "Fix" worked for my ASUS M32 series Desktop PC. Don't forget to leave a space between the = sign and auto. After computer restarted, the screen stated the message "Downloading stage 1 of 6, Don't shut off machine". This takes about 5 minutes to complete, but it works well. Thank you Devon!
