Windows 10 home, new computer with CPU Intel 8700K working well, version 1709 installed.
I noticed that windows update gives error 0x80070bc2 when trying to install 2017-11 Cumulative update for Windows Version 1709 for amd64-based systems KB4048955 (and before KB4043961) ... getting a sort of a loop as it requires a restart to finish installing but at any restart gives the same message and does not install.
Tried various things such as sfc scan, dism, troubleshooting windows update, manual install etc. Nothing works. Other updates such as KB4048951 and KB4051613 installed correctly in the last few days. Can someone help?

SC config wuauserv start= auto
SC config bits start= auto
SC config cryptsvc start= auto
SC config trustedinstaller start= auto

This "Fix" worked for my ASUS M32 series Desktop PC. Don't forget to leave a space between the = sign and auto. After computer restarted, the screen stated the message "Downloading stage 1 of 6, Don't shut off machine". This takes about 5 minutes to complete, but it works well. Thank you Devon!
My system is mostly repaired and working as designed. Last night OS 10, Build 16299.451, downloaded and installed. My system seems to be operational and waiting for the next Update.
? Mine went through the same update and came out 16299.251... I have a warning for people who have considered "Resetting" their computer as a way to exit the "Blue Screen Loop" that I had found myself in on the previous update. I had a backup and had been in what I thought was a position to restore it. I had built a Windows PE disk using my backup software, and attempted to use it. By the time I got to that point, I was tired and not thinking clearly. I accepted the offer to "Reset your Windows" on the screen. Microsoft update proceeded to purge what became an 8 page list of installed software from my system. They preserved the list, and successfully got my system back on track in the sense that the latest update just succeeded., but... In the process they gave me weeks of work to recover/restore one by one all the items that had been removed that I deem critical. I had been using this computer since the early days of Windows 7 (x64) and went through a three day "siege" back when it was new installing update to a very early build of Windows 7. The system accumulated applications on its' 1tb drive, and went through two drive replacements before our recent "siege" with the latest Windows 10 Home version. For me, it started with an ill conceived, later replaced, update that purported to deal with a security risk in Adobe Reader released in November. Microsoft IMHO has never "gotten it right" when it comes to designing software maintenance and update support structures.
