The solution of this problem from my point of view is that "to reinstall the windows again from CD drive of your window" but you can loss all the data in your C Drive
Windows10 "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation."
Windows 10.0.16299.19 upgrade failed and it gives the message: "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation." i tried the method in https://answers.microsoft.com/en-us/windows/forum/windows_7-windows_install/windows-could-not-complete-the-installation-to/bf09c3c5-298b-459f-aed5-4f431b8398f5?auth=1 but it does not work. There is no cursor on the screen, there is no “local user and group” in Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK this step
there is no response when i try oobe> msoobe

what did you use as an approach to try and resolve it ( in steps SVP) that you managed to get to this conclusion - OR - it was just a shear luck / desperation and ........
Maybe the same approach might help in resolving other issues/problems with MS "hiccups" that abandon lately with 10

2018-03-08T00:04:52+00:00 I had to backup and fresh install. I did not see this thread and didn't have time to research this solution. It is a shame that Win 10 has become soo buggy the last few months. I have nothing but Win 10 issues since Jan -- corrupt updates/upgrades causing USB device to not work on one computer, stuck in the above loop, update that blue screens a computer and diagnosed to video driver not compatible on a once working computer (went to Insider Preview and that version has the correct driver).

So I managed to get it started up. I turned the computer off and on 3 times to start advanced recovery. Choose advance options. I was about to restore windows (reinstall windows and removing all apps and programs by keep personal files). Select reinstall and keep personal files. And then on the next screeen hit cancel. So I hit cancel at the next prompt. I then selected start windows and it continued installation as normal without the error.
