I had to backup and fresh install. I did not see this thread and didn't have time to research this solution. It is a shame that Win 10 has become soo buggy the last few months. I have nothing but Win 10 issues since Jan -- corrupt updates/upgrades causing USB device to not work on one computer, stuck in the above loop, update that blue screens a computer and diagnosed to video driver not compatible on a once working computer (went to Insider Preview and that version has the correct driver).

Windows 10.0.16299.19 upgrade failed and it gives the message: "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation." i tried the method in https://answers.microsoft.com/en-us/windows/forum/windows_7-windows_install/windows-could-not-complete-the-installation-to/bf09c3c5-298b-459f-aed5-4f431b8398f5?auth=1 but it does not work. There is no cursor on the screen, there is no “local user and group” in Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK this step
there is no response when i try oobe> msoobe

what did you use as an approach to try and resolve it ( in steps SVP) that you managed to get to this conclusion - OR - it was just a shear luck / desperation and ........
Maybe the same approach might help in resolving other issues/problems with MS "hiccups" that abandon lately with 10

2018-02-24T15:18:22+00:00 24/2/18. Lenovo laptop. Auto uodate for windows 10. And then on restarting laptop got message “windows could not complete the instalation. To install windows on this computer, restart the installation”.
Restarting brings back to same message and unable to even access safe mode. Any ideas what i can do.

2018-02-19T06:49:06+00:00 Had this error on an HP laptop that was trying to update to the Fall Creators Update, found a simple solution that worked for me here:

Basically you enter the recovery console, go to Reset My PC, Keep My Files, and at the last screen you CANCEL, then Exit and continue to Windows 10.
May or may not work for you, but worth a shot if anyone is still having this issue. Prob wouldn't recommend you install Drivereasy, personally I hate those 'driver update' programs, but that's up to you. ;-)
Time will tell if it happens again. Will clean up Windows in the meantime: install all HP updates, remove any software that isn't needed (like an expired McAfee that was bundled) etc..
