Im having the same issue but i don't have a mouse courser so i cant go through the shift f10 menus. Also it wont boot into automatic repair mode no matter what i do. Any ideas ?

Windows 10.0.16299.19 upgrade failed and it gives the message: "Windows could not complete the installation. To install Windows on theis compuiter, restart the installation." i tried the method in https://answers.microsoft.com/en-us/windows/forum/windows_7-windows_install/windows-could-not-complete-the-installation-to/bf09c3c5-298b-459f-aed5-4f431b8398f5?auth=1 but it does not work. There is no cursor on the screen, there is no “local user and group” in Double click Computer Management (Local) -> System Tools -> Local Users and Groups -> Users -> Double Click Administrator -> Uncheck Account is disabled -> OK this step
there is no response when i try oobe> msoobe
Please help me, thank you!

So I managed to get it started up. I turned the computer off and on 3 times to start advanced recovery. Choose advance options. I was about to restore windows (reinstall windows and removing all apps and programs by keep personal files). Select reinstall and keep personal files. And then on the next screeen hit cancel. So I hit cancel at the next prompt. I then selected start windows and it continued installation as normal without the error.

That worked a treat. Truly amazing as I was fully expecting to have to re-install from scratch, reload all the programs and data and still not quite get it back to how it was.
This PC is an ASUS Essentio Desktop PC CM6730 which failed it's Fall Creators update due to the Wi-Fi card but then had the restart loop. I've removed the wifi card which apparently allows the update to complete then re-install the card and all is good ( till the next feature update).
Once again, many thanks for your fix. It truly has saved a nightmare of system reload.

I am running windows 10 as a free upgrade from windows 7 on an ACER aspire, and have been having issues at many updates, especially some of the bigger updates. Intel chip, not AMD. I encountered this annoying loop "Windows could not complete installation, please restart installation" after the latest Fall Creators update 1709 which was downloaded automatically by windows update.
The only thing for me was though, that turning the computer off and on 3 times to start advanced recovery didn't work when I tried it last week, so I left things for a few days, and tried again, and the computer went into Automatic Recovery mode after turning it off twice only - then I followed all the steps as above - advance options > reinstall windows removing all apps and programs but keep personal files > cancel on next screen > exit and continue to windows 10. My PC then completed the latest Fall Creators update 1709.
I've since checked windows update and there are 2 remaining updates to download and install - KB4056892 and KB4056887 but I am now hesitant in proceeding in case further undiagnosed problems arise. Have turned my wifi settings to metered for now to stop automatic updates, and also trying to see if I can create a system restore point in case something similar happens.
I was *this* close to looking at an iMac this weekend as I was getting seriously p***ed off with Microsoft for the continued problems with these updates.
