I did try to "net stop" the two programs suggested. However, even though I'm the administrator, I was not allowed access to those commands.
Mystery app preventing Windows 10 shutdown after update.
Since a Windows 10 update a few weeks ago, when I go to shut down, it says it is closing and there is an app running ------- but there is no app running So I wait for it to close that nonexistent app, and after a few minutes, I am back to the computer being ready to work, not shutting down. When will a new update fix this? Yesterday's update did not fix this. It is not a serious problem, but it is annoying to have to click "Shut down anyway" to really shut down. What is this app that hides itself and won't quit?

2019-03-07T18:19:51+00:00 Sorry this didn't help, it took me almost a year before I got this fixed. It got to a point that I just lived with it and assumed it was gonna stay that way. Just keep Googling your issue and hopefully someday you'll run into a fix.

Open Command prompt as administrator then stop the fallowing windows services ( windows update and BITS ) using command below.
net stop wuauserv
net stop bits
THEN DELETE THE FILES
AND THEN:
net start wuauserv
net start bits
Yes Craig, followed the instructions to the letter.
Still getting that annoying shutdown message.
