Mystery app preventing Windows 10 shutdown after update.

Since a Windows 10 update a few weeks ago, when I go to shut down, it says it is closing and there is an app running  ------- but there is no app running   So I wait for it to close that nonexistent app, and after a few minutes, I am back to the computer being ready to work, not shutting down. When will a new update fix this?  Yesterday's update did not fix this. It is not a serious problem, but it is annoying to have to click "Shut down anyway" to really shut down.  What is this app that hides itself and won't quit?

    Thanks for your ideas.  And yes, my i7 laptop does have the latest version of Windows 10.

    Maybe not on your laptop because you're not running the same programs on it that you're running on your desktop? It seems that the processes of certain programs are misidentified by Windows 10 as if the entire application were running. It won't shut down the "running app" because it is not running.  Or maybe you don't have Windows 10 on your laptop?

    I have been having the same issue for quite some time. It is only happening on my desktop not my laptop. I am running Windows 10 Home Version 1803 OS Build 17134.523 on both. I am to the point that I want re-format my drive and start fresh.

    This is not simply an annoyance.  There is an unknown application running which cannot be shut down or seen.  This is a security issue!

    I have been totally frustrated by the same problem for some time.  I conducted all the suggestions to no avail.  There is clearly an application running that one cannot see or know what it's doing.  This is not just an annoyance!  This is a security issue!
