I called MS Support (again) to complain about Read Aloud, talked to two different help desk individuals each of who start off with positive statement "I will be happy to solve that for you." The first spent 15 minutes taking me to and through Narrator settings, which I already checked and turned off. Read aloud feature is not part of Narrator. Then I was connected with a support technician who after several minutes said it was a software issue and he can not fix it...Duh! Yes, it is a software issue and MS software engineers need to rewrite the software. Wake up Software...fix your crappy code!
How to disable the Read Aloud feature?
