I can confirm that if you turn off "Fast Start Up", this particular issue stops.
This is related to the Power Management in the system that covers this specific feature of "Fast Start Up".
Looks like it won't be fixed in further 1709 updates.
The solution is to turn off this feature, or lock and stick with Creators Update build.
It is unknown to me that this will affect April 2018 Update which I am sure it will affect.
Windows "as a service" is becoming the new Linux 'round town.
These two major upgrades a year bring no stability for those who want to work seriously and need a working system throughout an entire year or more.
Hell, Satya. Do something, man. Split Windows in at least two branches. "Stable" and "Adventurous Builds".
Kind of like the Ubuntu LTS 5 year thing. It will be a lot easier on us. Please.
