To all those who are trying to change dates, and delete folders etc....
As discussed, did you just try the following first?
From Windows Update....
- In Change Settings select "Never Check for Updates".
- Click OK.
- Manually "Check for Updates".
- If update fails here, reboot and check again (thanks Retired-Telco).
- Go back to Change Settings and select "Install updates Automatically".
- Verify other setting are all as required, including Microsoft Update.
- Click OK.
- Manually "Check for Updates" again.
This has fixed problem, and made updates available again on multiple machines here.

Update:
Here, we had to wait a long time for the Windows Update interface to be available. In some case it took about 20 minutes or more ! Patience required at each step....
Further Update:
The 5th system this was done on required a reboot mid way. Added to steps above.
