Here, we had to wait a long time for the Windows Update interface to be available.  In some case it took about 20 minutes or more !

After that, procedure I stepped through above fixed issue, no date change, no file delete.

may it be a simple fix

DO YOU KNOW WHAT THAT SIMPLE FIX MIGHT BE?

all windows 7 pc have a tool to repair ,fix up dates under systems  and security

, find and fix problem , I went to there and it did fix problem

I had access to settings in WU (Windows Update) only after date change, no need to delete any files.

To all those who are trying to change dates, and delete folders etc....

As discussed, did you just try the following first?

From Windows Update....

• In Change Settings select "Never Check for Updates".
• Click OK.
• Manually "Check for Updates".
• If update fails here, reboot and check again (thanks Retired-Telco).
• Go back to Change Settings and select "Install updates Automatically".
• Verify other setting are all as required, including Microsoft Update.
• Click OK.
• Manually "Check for Updates" again.

This has fixed problem, and made updates available again on multiple machines here.

The 5th system this was done on required a reboot mid way. Added to steps above.
