Windows 10 Mobile is dead. Whatever is being developed, if anything, is not Windows 10 Mobile. The April update is version 1803, just not for Mobile. A mis-labelled maintenance update is just that - an error, not a strategy. Insider program for Mobile was officially discontinued several months ago, so clearly there is nothing being developed if there is nothing to beta test.
