This only means that MS marketing teem was out of sync and the timing of desktop and phones releases was planned poorly. 

On desktop

Vista was not accepted, Win7 was ok. Win8 wasn't received well. Win10 is ok but on enterprise segment it is just ramped up. 

In my opinion MS would have more chance launching new devices after successfully launch there OS even on enterprise segment. 

All other releases are good for marketing research on small device cont.

The desktop OS release cycle was sure not fast enough. 

So now with Win10 would be the firs true opportunity for MS.  Sadly the market is over ? OR ready for a true comeback ?

Where is the petition.....? I would signe it with both my left and right hands. The world-wide reach should be as far as it can possibly be. Facebook and/or all Mobile Phone Service Providers Survey would be a good point to start.... I'm sure the results would remove every doubt.

What market metrics, if not technical, do you have that makes it unviable for Microsoft to relaunch their system at a time like now when their market share is way above NIL...?

I have never used foul language in this forum, I am not an Engineer either, so you clearly are confusing me with someone else.

Windows mobile market share was reported as 0.1% by IDC in May 2017 and after that point they, Gartner, Kantar and all other agencies simply stopped reporting it. I would not consider something below 0.1% as way above Nil, however you are entitled to your view.

Did you compare the metrics of how Android developed from 2007 onwards and how Windows Phone/Mobile developed from 2011 onwards ?

Using your example, Android started from Nil and 11 years later rules the smartphone market. Windows Phone also started from Nil and 6 years later disappeared from the market. I guess that makes it a clear failure not viable for a relaunch. In my world at least.

The fact that in 2 weeks barely 15000 people have signed the worldwide petition supporting the launch of an Andromeda device, which would be the successor of Windows 10 Mobile, doesn't bode well for the future either.

Android was released with the hope of competing. Microsoft doesn't want to compete. They threw in the towel. Microsoft doesn't want to have a mobile platform.
