Win update & Win 7 OS require services to be enabled for it to run..In run or cmd, type: appwiz.cpl in add/remove,open Win components/edit the services, .NET is needed, close
out when thru, restart pc.In Win 7,open internet options, set all to default,in advanced tab, locate reset to advanced settings, close out.R.click on cmd,run as Administrator, type: services.msc in msc double click on Microsoft framework,v2.0 runs in man,v4.0 runs auto, scroll to Win modules & Win installer, set both at auto start, locate update, set to auto, close restart pc.Back in Win 7,R.click on Win update, run in Administrator mode.
Plus,Win 7 has a download/update for Win update,its: windowsupdateagent-7.6-x86
download it from Microsoft..Also,with every/any .NET installation,v2.0 gets disabled, reset it to "Manual" run,the OS depends on it for Win update....
