Error 0x80070bc2 during installation KB4074588

Thank you so much.  This last month or so has been hell.  Have had to keep using system restore.  Could shut off, then start the computer again (usually), but if I gave the restart command, I would get the blue screen and after multiple restarts, diagnosing, then fixing common startup problems, none of which ever worked, I would have a few options, including system restore.  I have used system restore about 25 times in the last two months just to keep this computer running.  One of my computers is now dead because none of the options would work anymore, even to reset the pc.  On my main computer, I was having the same problems and more.  It would get an error with the latest windows update and then came the blue screen error again.  Your fix did the trick.  Now the update was successful, and I can restart again, without any more blue screen problems.  (On a third computer, my laptop, I had to reinstall windows because of this problem.  Sure wish I had found your fix sooner.)

I followed your instructions and after restarting the computer following the command prompt entry, I went to the Settings>Update & Security and the page was "arrowing" for awhile. I went ahead and closed that window and the computer restarted itself a second time. This time it went through the normal of process of installing and cautioning to not turn off the computer.

After restarting itself, I went to Settings>Update & Security and the original message for the update being ready to restart was there and I clicked "restart now". The computer restarted this time without any of the installation processes visible, just a normal reboot.

After checking for updates again, my computer is now up to date with the appropriate OS Build info .

Now that I'm up to date, do I need to address reverting to a previous setting regarding your command prompt? Is that something that I need to undo, or just a command to un-stick the installer?

I confirm this works but with a "twist". 

On the use of the command prompt in administrator mode - you know this works because it says "success".

The "twist" has two parts (or did for me)

1. Expect several restarts - the first one after using the command prompt does not work, the second one does - and it goes into it automatically whatever your restart settings
2. The installed update screen is incorrect and tells you that you need to do another restart - not so - the message stays there irrespective of further restarts (screen dump attached)

You know that everything has worked because (i) your see the updates install and (ii) when you check for new updates it tells you that you are up to date.

Paul, thank you for the post this error has been driving me nuts as the  frequency or restarts the system was trying was increasing to about one every 2 hours.... Good that its now fixed and thank you.

So, now when I check update status, and check for updates, settings update says system is up to date.

Control panel programs and features shows KB4074588 installed today.

But the update history in settings update shows KB4074588 as awaiting restart. Before I did the SC command, it had shown KB4074588 as failed.
