Is it possible to permanently delete windows 10 update assistant?

I have a HP laptop (Model: 15-ac121na) using Windows 10 Home and for the last 3months ive been having problems with very slow internet speed. I tried so many different solutions to no avail and eventually i come across a temporary fix of rolling back the driver of the network adapter to version 2023.4.720.2015 however every time i close the laptop or restart it the network adapter updates itself again. This situation is bearable but now suddenly i keep getting window assistant pop ups constantly trying to download 5GB of updates. After giving in on what seems like the 1000th attempt to stop it i let the updates install and upon logging into my laptop i noticed the internet speeds had dropped again, i tried to roll back the driver but the option is now greyed out and i was stuck with just 54kbps on version 2023.58.731.2017!! I uninstalled the updates by going back to the previous windows build and now everything is back to normal (me rolling back the driver every so often) but im still getting windows assistant pop ups trying to install even after i went to control panel and deleted the application!

If anyone could help me with either deleting the assistant permanently or even my dodgy speeds i would be very greatful.

    I'm getting mixed results from these steps below:

    First thing first, we know this is caused by **KB4023814.**I still cannot believe Microsoft has released this to Enterprise Win 10 version as well.

    1. Uninstall Update Assistant from Add/Remove program. This will automatically delete the C:\Windows10Upgrade\ folder
    2. Disable the three update assistant tasks in Scheduled Task
    3. Delete UpdateAssistant folder in C:\Windows
    4. Uninstall KB4023057 from Add/Remove program

    I've heard reports saying that after the UpdateAssistant comes back even after these steps.

    More things you could try

    1. Edit the AssistantUpdate task in Scheduled Task and in the Action tab, add a second task to kill UpdateAsssitant.exe
    2. Use your AV software to block UpdateAssistant.exe

    This is irritating and disgusting. why microsoft going on  such a bad approach.

    Finally, i got some solution which worked (I believe)

    C:\Windows10Upgrade\Windows10UpgraderApp.exe /Uninstall

    running above command in powershell it went away. But i again need to wait and check in few more days for reappearance.

    If any one has any permanent solution to get rid of this in future will be appreciated.

    Just as I was reading messages here i got a sudden message saying 'MS UA is doing stuff behind the scenes. Do not unplug your computer'!

    This is the first time the Update Assistant is doing something (other than saying 'free up 8GB on your hard drive')!

    Try deleting 'Update Assistant' multi triggered task under Task Scheduler Library > Microsoft > Windows > Windows
