Is it possible to permanently delete windows 10 update assistant?

I have a HP laptop (Model: 15-ac121na) using Windows 10 Home and for the last 3months ive been having problems with very slow internet speed. I tried so many different solutions to no avail and eventually i come across a temporary fix of rolling back the driver of the network adapter to version 2023.4.720.2015 however every time i close the laptop or restart it the network adapter updates itself again. This situation is bearable but now suddenly i keep getting window assistant pop ups constantly trying to download 5GB of updates. After giving in on what seems like the 1000th attempt to stop it i let the updates install and upon logging into my laptop i noticed the internet speeds had dropped again, i tried to roll back the driver but the option is now greyed out and i was stuck with just 54kbps on version 2023.58.731.2017!! I uninstalled the updates by going back to the previous windows build and now everything is back to normal (me rolling back the driver every so often) but im still getting windows assistant pop ups trying to install even after i went to control panel and deleted the application!

If anyone could help me with either deleting the assistant permanently or even my dodgy speeds i would be very greatful.

    This doesn't work. You merely uninstall it and something deeper in the OS reinstalls it?
