Is it possible to permanently delete windows 10 update assistant?

I have a HP laptop (Model: 15-ac121na) using Windows 10 Home and for the last 3months ive been having problems with very slow internet speed. I tried so many different solutions to no avail and eventually i come across a temporary fix of rolling back the driver of the network adapter to version 2023.4.720.2015 however every time i close the laptop or restart it the network adapter updates itself again. This situation is bearable but now suddenly i keep getting window assistant pop ups constantly trying to download 5GB of updates. After giving in on what seems like the 1000th attempt to stop it i let the updates install and upon logging into my laptop i noticed the internet speeds had dropped again, i tried to roll back the driver but the option is now greyed out and i was stuck with just 54kbps on version 2023.58.731.2017!! I uninstalled the updates by going back to the previous windows build and now everything is back to normal (me rolling back the driver every so often) but im still getting windows assistant pop ups trying to install even after i went to control panel and deleted the application!

If anyone could help me with either deleting the assistant permanently or even my dodgy speeds i would be very greatful.

    so I opened (this pc) went to my c:/ drive and opened the windows folder, scroll down until you find the folder labeled windows update assistant and delete it... if it says its open in another program, just go to your task manager, find the update assistant, and end task. I quickly tried to empty my recycle bin and it gave me troubles, like the file moved its self back... so I repeated the process and found an update assistant folder, and an update assistant v2 folder. so I quickly deleted them and was able to empty my recycle bin I also made sure to go to control panel then programs and features and removed the update assistant from there, along with deleting the shortcut on my desktop that always pops up... so I'm gonna see how long this lasts if at all and ill get back to you if it comes back, and if it doesn't then I will update you on it in a week

    Microsoft isnt going to answer. Sorry to burst bubbles but if they answer one question they would have to answer millions of questions from all over the world.  Do you know long it would take to write NO! a million times.

    Think about it.  If they answer questions they wll things that are broken. Then fix it, then send millions and millions of updates, then we send more questions. Its a viscious cycle. They can't  answer that first question. Accept it. Go to craigslist  and post youre need for a 16 year old computer nerd with a 4.0 GPA they work cheap work quick and you could get taxes your done for the price. Sorry folks its not how things are supposed to work.

    I AHVE THE EXACT SAME PROBLEM. TRIED ALL THE ABOVE SOLUTION AND THE BLOODY THING KEEPS COMING BACK...ARRRHHGGGGGGG

    CAN SOMEONE FROM MS PLEASE RESPOND HERE WITH A VIABLE SOLUTION?

    THSI IS SOOOOOOOOOOOOOOOO FRUSTRATING! 

    AND PLEASE WHEN  SOMEONE ANSWER, PLEASE DO NOT GIVE US THE USUAL BS PC ANSWER...JSUT COME WITH A DAMN SOLUTION!"

    I had to give up with the Microsoft update which kept crashing out and then restoring from backup. In the end I stripped everything off the computer and done a complete re-install. thank you for all your crap support Microsoft,
