I had more or less the same problem. Only I had the option of roll back and windows 10 to vol 3, three times! None of those options worked either. I too had no restore points. If you know someone who can make you a boot drive and know how to do it, you might be lucky. If not you might need to spend money and get a computer geek near to you to do it. MS haven't a clue yet how to fix it.
Calling them will register it of course, but up until Monday, they had no idea how or when they could offer help. They will take you through a hard reset attempt, which is turning it on, and getting the blue option screen and taking the power cord out (If desktop) or battery if laptop. And holding down the power button for 30 seconds to drain any current from the system. Put battery back and turn on and see if it gives you a repair option. I did it three or four times and it didn't work, and ended up having to reinstall windows with my friends help, I lost all my files though.
