Windows 10 Home - "Unauthorized changes blocked"

I'm using Windows 10 x64 Home on an HP laptop - Suddenly, I can no longer download photos from my SD card using the port on my laptop and my Photoshop Elements 15 - I get the following messages:

Unauthorized changes blocked

Controlled Folder Access blocked C:...\PhotoDownloader...from making changes to the folder %userprofil...$test$

Or:

Unauthorized changes blocked 

Controlled Folder Access blocked C:...\PhotoshopElement...from making changes to the folder %userprofile%\Documents

I want to use Photoshop in order to rename each photo as I download and I'm afraid this is completely blocking my use of Photoshop at all

I'm not computer literate so any help you can give needs to be in detailed, step by step format.

Open Windows Defender Security Center

Click Virus & threat protection

Click Virus & threat protection

Scroll down to the bottom then toggle off Controlled folder access

    I don’t see anything there that would fit into the context here – which makes it look like these should be the Block/Audit Event IDs for some kind of Windows Defender Exploit Guard feature – but thanks anyway, bhringer.

    Wonder if these IDs might be for ApplicationGuard only available for other editions of Win 10? (grasping at straws perhaps)

    I just got around to testing Attack Surface Reduction with the ExploitGuard Demo Tool and Network Protection with the https://smartscreentestratings2.net web page:

    I didn’t have any problem getting ASR events, but I didn’t get any Network Protection events when I visited the test page in Google Chrome – so now I’m wondering whether there might actually be some kind of managed network requirement for this feature, and whether it’s possible that Network Protection might be setting off false alarms because we have it enabled improperly in an unmanaged environment. So maybe it would be best to test this on a third-party browser and then just turn it off if it can’t generate valid events. I want to get this working, so I’ll still be doing some more tinkering with it when I can find the time.
