Windows 10 Home - "Unauthorized changes blocked"

I'm using Windows 10 x64 Home on an HP laptop - Suddenly, I can no longer download photos from my SD card using the port on my laptop and my Photoshop Elements 15 - I get the following messages:

Unauthorized changes blocked

Controlled Folder Access blocked C:...\PhotoDownloader...from making changes to the folder %userprofil...$test$

Or:

Unauthorized changes blocked 

Controlled Folder Access blocked C:...\PhotoshopElement...from making changes to the folder %userprofile%\Documents

I want to use Photoshop in order to rename each photo as I download and I'm afraid this is completely blocking my use of Photoshop at all

I'm not computer literate so any help you can give needs to be in detailed, step by step format.

Open Windows Defender Security Center

Click Virus & threat protection

Click Virus & threat protection

Scroll down to the bottom then toggle off Controlled folder access

    If this is an installation issue, consider turning Controlled folder access back On after install, then consider adding Autodesk to the 'Allow an app through Controlled folder access' option (see pic in my previous post).  

    Controlled folder access helps protect files in key system folders from changes made by malicious and suspicious apps, including file-encrypting ransomware malware.

    When they make controlled folder access easier to use I will use it but not until then. The  path is sometimes very hard to find. In the meantime I use malwarebytes pro and will probably never stop as long as they can keep up with windows changes.

    Well, not really. I mean, yeah, it lets your third party programs run the way they are supposed to but it also leaves you open to the newer forms of attack.

    I mean, the issue basically is that the name of the change being blocked which you need to allow it goes by so fast you don't know what to allow so your program will work without throwing the stable door wide open.

    We need for the Controlled Folder Access feature to keep the program name so we can allow or disallow based on feature desirability.
