Have you tried performing the steps previously provided on this thread? if not, we suggest trying it first to check if that will work for you. Also, we want to know more about your concern. Please answer the following:

Use SSL 3.0
Use TLS 1.0
Use TLS 1.1
Use TLS 1.2
Hope this helps, it was a 30 second fix after hours of pounding my head against the error with the Support site suggestions.
Moderator's note: SSL 3.0 is not secure and has been deprecated for a number of years. No website nowadays should insist on it instead of the more secure TLS options, and users should not be advised to have it selected in the advanced Internet options
I had to reset my laptop and now if I try to use a link in an email to go to the internet I get this same message. How/where do I reset tls security settings?

If you are using Internet Explorer, you may refer to the steps below:
Microsoft Internet Explorer
4. Click OK
5. Close your browser and restart Internet Explorer.
To reset the browser, just click the Reset... option, click OK and then click Apply. After that kindly restart your computer.
