After updating to the new version, I am seeing high CPU use from two processes:
Any ideas on how to make them not use a lot of CPU so that my laptop cools down and the fan stops blowing?

Had the same problem myself and found the solution which is quite simple :
Go to settings -> update & security -> Windows Defender -> Open Windows Defender -> Firewall & Network protection
Then you need to disable the firewall for all the types of networks
once that's done click on restore settings
That should do the trick and you're cpu usage should return to normal.

Since I managed to resolve it permanently... I will try to remember the exact steps (probably not possible since it was late and I ended up rebooting probably 6-7 times before it got resolved).
First, I toggled "block all incoming connections including those in the list of allowed apps" back to the default not checked state (rationale was to put things back to a state that is normal for most users).
Then I ran the network troubleshooter... which I don't think really did anything.
Then I hit "Network reset"
Then I removed all network interfaces in device manager
After doing that and rebooting - it was still causing problems. But then I killed the process - resulting in a BSOD - and on reboot - the issue was gone.
After putting my network stuff/config all back to what they were (for the most part) - the issue has not resurfaced.

Actually, the dependency means that the Base Filtering Service needs to get going OK before, ICS can finish. So, if the BFE can't start properly for some reason, ICS will keep waiting, failing, restarting.
A couple more threads talking about this issue:
I understand that. The dependencies also exhibit high CPU usage however this misses the point. The ICS services keeps restarting (it initiates the dependencies after all) regardless of how it is setup, therefore of more an issue is, what is 'manually' initiating ICS.
Anyway its a legacy issue, the laptop was an upgrade from windows 7 to windows 10. On 7 I used the hostednetwork setup and its some hangover from that. I can't wait for a fix so I reset back to the start and rebuild the OS.
It seems to me that it's not the ICS service that's at fault here, but rather its dependency, the Base Filtering Service, which is also showing high CPU use.
