Seems like you've done everything but still keeps crashing. Make sure you have backed up all your files to avoid losing your important files. Try resetting your windows. here is the link from their website https://support.microsoft.com/en-us/help/12415/windows-10-recovery-options
Surface Pro 2017, Win 10 Pro x64: Explorer crash (Windows.UI.XamlHost.dll)
Hi:
I have periodic explorer crashes on my Surface Pro 2017, Win Pro x64 (it is fully updated). The crash seems to occur periodically after a Hello Windows log-in (this occurs after the computer was sleeping rather than on a fresh boot). It seems to involve Windows.UI.XamlHost.dll based on the below.
When I look in the Event viewer I see errors like this:

2018-02-05T13:44:25+00:00 I also just had an explorer crash and no crash dump was created. I think this one might have been a more serious one: the machine was on battery and in hibernation, when I turned it on for some reason it shifted from landscape to tablet (portrait mode) despite the Microsoft keyboard never being unattached. I am getting some Event Id 17 (local blue tooth adapter has failed for an undetermined manner) errors in the Event Viewer, though I think I get these pretty regularly. I will be shutting it down and seeing what I get after.
