Recent update causing USB mouse/keyboards to stop working

This worked for my situation, the update automatically downloaded around March 8th.

Our computers were disabled by the 13 February update on 18 and 23 February (if only I had been smart enough to disable updates on the second computer after mine got disabled!).  We had the old operating systems (Windows 7 and 8.1)  re-installed long before the 8 March update from Microsoft that you mentioned (which I assume requires operating keyboard and mouse to implement).

In my opinion, by 14 February Microsoft should have downloaded a fix that would restart our computers in an operating condition without input from us (since they had disabled our input devices). Too late for that now, but we are spooked by Windows 10 for the foreseeable future.

Your comment about the Windows 10 Update problem possibly being caused by Antivirus software does not mention a specific AV program. My wife and both use Vipre antivirus. Is there any info available as to which programs might be responsible?

               The problem in my case was not Antivirus programe ( I use Bit-defender )  My PC Ran like a charm till March 2nd. However, on 3rd there was a rollupfix to uninstall update 1709 while uninstalling  the Rollupfix got Stuck up and it could not uninstall the update 1709 completely, resulting in disabling of Mouse and Keyboard. While i boot from DART-10 recovery DISK, i could see the Rollupfix but not the update KB4074588.  From the CMD is  i typed the commands given by Microsoft with respect to KB4074588. The Rollup fix uninstalled and when i booted first, i checked the version of the Windows 10 it was 1709. 

The above, is my Observation. After trying all the tricks from March 3 to March 9, it was on the 10th i sat down with a cool mind and a determination to get my pc back because of the expensive software installed in the same. 

I and I got back my PC.
