Recent update causing USB mouse/keyboards to stop working

A recent update (we think KB4074588) has started causing major issues with USB keyboard/mice attached to systems. We have a number of X1Cs and SP4s that recently received this update and are now not able to use USB KBs/mice; the system devices work fine. If we restore the system state we get a BSOD unless the "Disable Driver Signing" option is enabled.

This isn't affecting all PCs with this update, but is raising some concerns on whether there is a bug in the patch. Has anyone else noticed this issue?

Update: After another machine's USB keyboard/mouse stopped working I uninstalled KB4074588, rebooted, and the system was working normally.

    I attempted uninstall of this patch, that didn’t complete, but was enough to get my keyboards and mouse working (i havent tested mouse off docking station, but detachable keyboard definitely works). The patch is still listed even when uninstall completed on successive attempt. I dont know if it reinstalled, but i have paused updates for a month while Microsoft figures a solution so i can actually use my Surface. 

    Hopefully we will get advised when there is an explanation and a fix so i can know my Windows is consistent and integrated.

    Suggest that you try the total system reset (keeping your data) if you are in the operating system.  You do that from settings/update & security.  That seems to cure everything but it takes a long time and you loose most apps that were installed.

    I have been dealing with this type of problem on all the computers ay the church where I help keep their IT equipment operational. I've been able to correct most of the problems by applying fixes either in the forum or online searches. There is one that I haven't been able to concur at that is a dock problem on a Microsoft Surface Pro 4 where none of the USB ports work and the earphone port died. The USB ports died in early January and the earphone died on this current update 

    KB4074588. I finally got the onboard keyboard fixed today after applying a fix I found on Microsoft but it didn't correct the dock problems. I tested this dock n another Surface Pro 4 and it worked fine.http://www.catalog.update.microsoft.com/Search.aspx?q=KB4074588
