Update: After another machine's USB keyboard/mouse stopped working I uninstalled KB4074588, rebooted, and the system was working normally.
Recent update causing USB mouse/keyboards to stop working
A recent update (we think KB4074588) has started causing major issues with USB keyboard/mice attached to systems. We have a number of X1Cs and SP4s that recently received this update and are now not able to use USB KBs/mice; the system devices work fine. If we restore the system state we get a BSOD unless the "Disable Driver Signing" option is enabled.
This isn't affecting all PCs with this update, but is raising some concerns on whether there is a bug in the patch. Has anyone else noticed this issue?

2018-03-15T17:39:36+00:00 I was unable to uninstall KB4074588 because my keyboard and mouse did not work. The triple start to get into Safe mode (which I only learned about because my wife's computer was still working) did not work for me either. (The old F12 during startup seemed much simpler and more reliable.)
End result: two computers no longer on Windows 10 (among many others that I have heard about).
My opinion: Any update that disables the input devices on a computer should be uninstalled by a subsequent update with no user input, as soon as the problem is discovered,

Your comment about the Windows 10 Update problem possibly being caused by Antivirus software does not mention a specific AV program. My wife and both use Vipre antivirus. Is there any info available as to which programs might be responsible?

Pretty much all my clients use Vipre as well and most of them were hit, so I suspect Vipre is one of the AV products that somehow intereferes with the KB4074588 update so that it does not complete properly and does not therefore put in the updated keyboard and mouse drivers.
I have seen other posts where this happened with McAfee, and Norton as well so it may be that they are interfering as well.
It must be that something the update does appears to the AV as a malicious activity and it blocks it?
Interestingly I used to use VIPRE and after a number of issues with it, switched to Malwarebytes and I have not had any issues with these patches.

The problem in my case was not Antivirus programe ( I use Bit-defender ) My PC Ran like a charm till March 2nd. However, on 3rd there was a rollupfix to uninstall update 1709 while uninstalling the Rollupfix got Stuck up and it could not uninstall the update 1709 completely, resulting in disabling of Mouse and Keyboard. While i boot from DART-10 recovery DISK, i could see the Rollupfix but not the update KB4074588. From the CMD is i typed the commands given by Microsoft with respect to KB4074588. The Rollup fix uninstalled and when i booted first, i checked the version of the Windows 10 it was 1709.
The above, is my Observation. After trying all the tricks from March 3 to March 9, it was on the 10th i sat down with a cool mind and a determination to get my pc back because of the expensive software installed in the same.
I and I got back my PC.
