Update: After another machine's USB keyboard/mouse stopped working I uninstalled KB4074588, rebooted, and the system was working normally.
Recent update causing USB mouse/keyboards to stop working
A recent update (we think KB4074588) has started causing major issues with USB keyboard/mice attached to systems. We have a number of X1Cs and SP4s that recently received this update and are now not able to use USB KBs/mice; the system devices work fine. If we restore the system state we get a BSOD unless the "Disable Driver Signing" option is enabled.
This isn't affecting all PCs with this update, but is raising some concerns on whether there is a bug in the patch. Has anyone else noticed this issue?

This worked but not really in the way I would have expected.
KB4074588 had installed on February 13 and my USB mouse stopped working. Windows Update showed that a restart was required. I restarted the pc numerous times over the course of a few days and the status never changed but a check on the version of windows showed the correct version number. The USB mouse never worked although other devices plugged into the USB port, such as a backup drive and camera, did.
I ran the command noted in the fix and after the required restart, my USB mouse worked. The Windows update screen showed KB4074588 had failed and quoted an error number which I didn't record.
However, within minutes KB4074588 started downloading AGAIN and installed before I had a chance to do anything. Living dangerously, I rebooted. KB4074588 now showed as having successfully installed and the USB mouse is working.
This is really unfortunate as I've completely lost faith in Windows updates as my pc also suffered from the BSOD back in January. So much wasted time fixing Microsoft's fixes since the new year. Now I cringe (and back-up) every time I see a new update.

I know exactly what you mean. I am a Windows developer and IT Support person and I am having so many issues with Windows 10 that I am seriously considering either winding my clients back to Windows 8.1 or 7, or Linux if they don't need any specific Windows apps. My business clients are all complaining about the amount of down time that is hampering their businesses as a result of Windows Updates.
Microsoft need to bring back their testers and invoke a strong testing regime for all code that is shipped to end users so that we can get back to the days where you could trust that a Windows Update would not break anything.

Hi Mark, I had the same problem but the solution really is not that complicated when you get down to the heart of the matter. Simply you are uninstalling an update.
I do understand not wanting to do a bunch of technical research so here is is for non techs or newbies;
Right click on the Windows Start icon, click on settings, click on Update & Security, under Windows Update status click on View installed updates,
Type in KB4074588 in the search bar or scroll down to that update, right click, select uninstall and ok. It will take a bit but the system will uninstall, confirm with you and then reboot. You should be fine from there.

After being on chat with two representatives for over three hours last night it seems that a full re-installation may be the only solution. That will mean that these machines go back to windows seven OS and I do not believe that Microsoft will give us the option to update them back to windows 10 for free.

You can install Windows 10 again and when you log in with your MS Account your digital licence will be activated as long as nothing major has changed on your PC. If you don't log on with a MS Account, then when you get to activate your machine, enter your WIndows 7 licence key and it will activate OK. Although they have made out the free offer is over you can still upgrade to WIndows 10 from 7 or 8.1.
